This TED Talk speaks of a cause of terrorism that is rarely brought to the table (compared to our assumptions). This courting of the young isn’t into a “culture of death” but one of promise in a world of few opportunities and no social system of support. I don’t mean welfare — that is not opportunity at all — but basic things like necessities within reach and time and resources to move beyond basic needs. And starting with youth seems to make the most sense if we have to choose.

I would suggest that just as crime fills the void where legal enterprise is lacking or stilted, evil fills the gap where there is not enough good. The only way to end terrorism is to give it no room in a world filled with prosperity, equity, and freedom.
